More than 30 years ago the federal Minister of Indian Affairs came to the Gitxsan territories in northwest BC and declared “Canada was ready to negotiate” on the topic of land claims. In the early 1990s BC and Canada created the BC Treaty Process. Since 1994 the Gitxsan have participated in that process. After 14 years of negotiations there remains no treaty between the Gitxsan and the Crown under the BC Treaty model.
Governments have long said that settlements must respect local conditions and traditions. We agree, and in that spirit propose a specific Gitxsan approach to our future relationship with the governments of Canada and BC that reflects our governance traditions.
We propose a new plan, for the Gitxsan circumstances, which we believe would be very welcome to our neighbours and the Canadian public generally.
